Education resource description

The Master of Finance Series offers complete knowledge on the financial issues of Research and Innovation projects.

The Series consists of 3 parts, delivered in 3 days, online.

On each day, the course starts at 14.00 CET and the duration is 120 minutes each

(90 minutes presentation and 30 minutes for questions)

You can attend the whole course or register for any part(s) separately.

All you should know about the financial rules related to EU research and innovation projects. Attend before you submit the next financial report or before the financial auditors visit you. If possible, please attend before you submit the proposal with a “badly” developed budget.

Day 1 (14:00 CET - 15 February 2022)Essentials of the Financial Rules in H2020 and Horizon Europe

The first part of the series – will be introducing all financial rules to EU funding in general and specifically to the R&I framework programmes.

  • How to harmonise national accounting protocols with the H2020/HE Grant Agreement articles
  • Budgeting and planning: Why it is the most crucial part?
  • What is a cost reimbursement? What is lump-sum financing?
  • Actual costs and unit costs? Which one should I choose?
  • What makes any cost eligible? How to make them eligible?
  • Linking a cost to the project? What makes them direct costs?
  • Can I report indirect costs? If not, why not?

Day 2 (14:00 CET - 16 February 2022): Personnel Cost calculation in H2020 and Horizon Europe

The second part of the series will be introducing the calculation methods, the choices the programme is making available for us and how it affects our budget development and reporting practices in our organisation. Prepare for the period when we report both based on H2020 and HE rules.

  • Who and when can be charged to the project?
  • Actual or unit-based personnel costs calculation – so what?
  • Project-based remuneration in HE
  • Identifying eligible salary costs
  • Calculation routes – monthly or yearly?
  • Daily rate calculation in HE?
  • Productive hours – should I accept 1720?
  • Calculation methods for productive days from hours
  • Freelancers and temporary employees
  • Secondment – what is the added value?
  • What makes a timesheet bulletproof?

Day 3 (14:00 CET - 17 February 2022): Third parties, Subcontractors and other direct costs in H2020 and Horizon Europe

The third session in the series is about the grey zone financial topics. All that you will report depends on contracts, national rules, organisational policies. It may sound easy – follow your own rules – but the picture never shows a fully black or white choice.

  • Third-party articles – why there are more than one?
  • Resource needed or service outsourced?
  • Subcontractors or linked third parties?
  • Which one should be foreseen? Which one would your office prefer?
  • Travel costs – for employees and for others – is there a difference?
  • Equipment and other assets – how to calculate your facility costs efficiently?
  • Internally invoiced items in H2020 and in Horizon Europe
  • Other goods and services – what’s in here?
  • How about internal cost transfers and charges? Are they eligible?
  • Funding rates, receipts, CFS rules and payments – learn them all!
  • Guarantee Fund vs Mutual Insurance Mechanism
